Play in throttle

My Camhead has lots of throttle play. When I adjust out the top cable, is the idea to also adjust the lower cable out as well as equal amount, or is the adjustment on the lower cable in the opposite direction?

I try to adjust them about an equal amount leaving just the tiniest amount of play. When I first got it (used in April) I had trouble with what I thought was surging. WHen I took the play out all was fine.
