Under-seat Storage with Jesse?

I know I've seen some slick storage solutions for under the seat between the luggage racks but can't seem to find anything that will work with Jesses. There's SO much wasted space under there, especially the cavern under the left-side full case (which I still don't understand why it's so offset!).

 

I'm looking for a case to hold the tool kit, tire repair, etc., preferably a hard case and ideally lockable. What I've found is brand-specific as to the racks they'll mount to (Givi, SW-Motech, etc). The tool/fuel bottle tube (ie, DrySpec) is an option as well, but still not sure how/where best to mount them.

 

SO...suggestions and/or pics for using that wasted space? Thanks!

Not a huge volume, but I mounted a tool tube on the inside of my Jesse luggage for my F800GS.
